They also wear heavily 70's style clothing (major platform go-go boots, miniskirts, shirts with huge lapels). I think that Arima is making fun of how Tonami is SO tan he looks like one of these girls. Think of it as being something similar to the Kou-gal phenomenon. Also, my Japanese friends tell me that the girls who do this, though they look kind of strange by Japanese standards, tend to have higher self-esteem than average, and also NOT get into trouble with school authorities. It's apparently a way of rebelling that is not quite the traditional way.
